Business rates
"From 1st April 2008 the Rating (Empty Properties) Act 2007 will make owners of empty business property liable to pay full rates after an initial exemption period has expired. For industrial properties liability to pay the full charge takes effect after an initial exemption period of six months. Other business property will become liable after an initial exemption period of three months.
Unoccupied business property owned by charities and community amateur sports clubs will become fully exempt. Property with a rateable value considered too low to charge (currently £2,200) will retain its full exemption. Unoccupied listed buildings will also be exempt.
These changes are to come into effect following the Barker Review that examined land-use planning and the Lyons Review into local government. Both recommended that rate relief for unoccupied business property be reformed to strengthen fiscal incentives to encourage more efficient use of land. We want to make owners and lease holders of unoccupied business property aware of these changes now so they can be prepared for the financial impact it will bring should their property remain unoccupied from April 2008."
